A phrase or a sentence???

Among lyrics of the song Aubrey,

I like this song so much.

1) For a love that wouldn't bloom.
2) For the hearts that never played in tune.

1) and 2) are not a sentence. Just phrases.
I think that they mean,

- A love wouldn't come
- The hearts never played in tune.

Q) It means that, can I sometimes use forms of such phrases instead of sentences when I talk with other people?

They are not detached phrases, and no, you can't talk like that. The line goes, "And who's to blame for a love that wouldn't bloom, for the hearts that never played in tune." That's a complete sentence.
