Vocabulary

A phrase

Hi,
I can't understand the bold part of the following sentence.

"Freestanding facilities shall be located to avoid a dominant silhouette on top of ridges."

Any clarification is highly appreciated in advance,

Iman

The basic idea is this. Don't build a big tall building near the top of a ridge (because it will not look nice).
