Hi,

What does the following phrase mean?

"If the idea of human cloning makes most of us feel uncomfortable, why don't governments simply ban it outright? The problem is that we risk throwing the (cloned) baby out with the bath water."

"Throw the baby out with the bathwater"
It is an idiom.
It means that when you discard something that you don't like (dirty water), you might be also throwing away something very valuable and promising.

I agree with Alphecca. It seems to have originated after World War II in England and is often used in relation to social, political or scientific theory. There, it means 'Let's not dismiss this idea entirely - some parts of it are good'
