I am sorry but I do not understand "a personal" in this sentence. I do not know to whom it is "personal" or what the "one billion" refers to. Can you give me a reference for this sentence so that I can read the whole thing in context?

The only way I can interpret that is "there will be more than one billion mobile WiMAX in 2007 in the most populated region of the world".

I am still not able to tell you what "a personal" means in this statement, it makes no sense to me. If the article is about sales predictions of WiMAX for XYZ company then it could be that companies expected sales - personal to XYZ company.
