A payoff

"A spokesman for the Foreign and Commonwealth Office said Rogers would be paid three months salary in lieu of his notice period, but had not sought a payoff and would not be paid one." (The Guardian.)

Will Mr Rogers be paid some money or not? I've understood, from the above, that he's going to get three-month salary but not the payoff and I wonder whether I got it right.
