A participle construction

Hello everyone. I have a couple of questions.

Regarding the following passage:

‘As part of the hydrogen power and renewable energy initiative we will strive to provide electricity to every village in Vanuatu,’ said the Government’s September 2000 announcement. And it also hopes to become an exporter, providing energy to its neighbours.

Q1 Can we paraphrase the last sentence of the passage as this? --

Besides, it also hopes to become an exporter and provide energy to its neighbours.

Q2 Do you think the participle clause in the sentence (providing energy to its neighbours) is used correctly in terms of grammar? In fact, I don't. This is because though this clause is apparently used as an adverbial clause, it doesn't seem that we can ever replace it with an appropriate conjunction-clause construction. Can we say that this clause is a dangling participle construction, which many people find incorrect?

As part of the hydrogen power and renewable energy initiative we will strive to provide electricity to every village in Vanuatu,’ said the Government’s September 2000 announcement. And it also hopes to become an exporter, providing energy to its neighbours . It's not a dangler since it has an understood subject, "it", which we understand to be anaphoric to"government".
