A participial construction?

I am now preparing for sample answers for tomorrow's class.
I am supposed to teach the phrase "Speaking from (my) personal experience." I've just realized that this phrase might be a participial construction, in which case I have to match the subject unless it's an absolute participial construction.

(1) Speaking from (my) perosnal experience, I think it's better to get it
done quickly.

(2) Speaking from (my) personal experience, what everyone say is not
true.

I wonder if this phrase is just a set phrase you can use in any way, without worrying about matching the subjects, as in "Judging from the sky, it looks like rain."

We dangle participles all the time in conversation, but I know of no 'set phrases' that permit it in formal writing.

No, you shouldn't.

Then, do you think it's safer to use "In my experience," "From my experience, I'd say," and "My experience shows that"
