"A pair of " singular or plural?

Generally, I thought "a pair" takes singular verbs.
For ex: A pair of teeth sinks into his arm, injuring him.

A pair of jeans is lying on the chair.

But if the sentence is flipped around, would it still be singular?

Following the black-and-white pictures are a pair of color photos. (should this be "is a pair"?)
