Is a pack and a packet of tissues the same?

What is more natural to call it? I'm interested to know what the small one's you can have in a pocket are called.

You could use either one, but I'd be more likely to call it a pack.

My wife and I both reckon we'd use 'packet' for the small one; we wouldn't think twice if anyone were to use 'pack', though!
