'A' or 'the'? 'Were' or 'had been'?

Henry covered news on (a, the) drug cartel in Islamabad, in which government officials (were, had been) involved.

Top answer

Henry covered (the) news on a drug cartel in Islamabad in which government officials were/had been involved. I think either works; however, were is preferred when the time of involvement of the government officials and the time of the covering of the news are almost the same. And, if the news is about the outcome of the involvement of the government officials, I think past perfect suits the place better.
