Hello everyone,

A. Is either "a" or "the" possible in the following sentences?

1. The police reached a/the conclusion to convict him.

2. The police came to a/the conclusion to convict him.

B. Is it OK to include either "how" or "that" or "on" after the word "conclusion" in my sentences?as follows:

3. The police reached the conclusion that/how they should arrest the criminal.

4. The police came to a conclusion on arresting him.

C. Can't "a" and "the" be optional before the word "conclusion" in my sentences?

Only 'the' seems reasonable there.

We know that a conclusion was reached, but we don't know what that conclusion is. So the indefinite article is used. The conclusion could be "let him go", "imprison him" or anything else.
