a or no 'a'

Hi,

In writing, I think I have seen sentences with 'a' in front of the phrase below and without it, what are possible considerations that had been (or was) considered before a person made the decision to go with either possible choice.

His years pursuing a special secondary education have been fruitful.

His years pursuing special secondary education have been fruitful.

Is it just that one is perceiving 'special secondary education' in a all-encompassing, general way'; whereas, the second one is using it in a more defined, specifically mentioned way?
