A new instrument for...

1) ABSW is a new measuring instrument for electrical engineers.

2) ABSW is a very precise measuring instrument for electrical engineers.


Do these mean:

a) ABSW is a new/very precise measuring instrument and is meant for electrical engineers.

or)

b) Electrical engineers find ABSW to be new/very precise, but maybe there are people in other professions (say, particle physicists) for whom ABSW is not new/very precise.
