First of all, thank you for your explanation Calif Jim.
When I first read the sentence, I couldn't understand the function 'Whereas' at the beginning of the sentence. Because conjuctions connect parts of a sentence, I believe it is quite important to understand them. As for the rest of the sentence ''...uniformity in assessing a student's performance in various fields is essential'' I opted fo

Right or wrong, I would have done the same.

To my ear, "whereas" means something more like "although" in this sentence.
