Yes, it's D.

Here is the very general way that we use 'concern' with people (eg Tom, eg the public) as the subject.

Tom is concerned about the environment. ie Tom worries about the environment.

Tom concerns himself with the environment. ie Tom gets involved. Maybe he plants trees, maybe he picks up garbage when he sees it.

If you think about what I just wrote and then look at the choices, you'll see that A and B clearly don't fit. In C, the use of 'is being' is not idiomatic. That just leaves D.
