Please look at the following sentence.

"A more enlightened, strategic view of global sourcing is starting to emerge "

[Q1] Can I rewrite "A more enlightened and strategic view of global sourcing is starting to emerge"?

[Q2] Does the part "A more enlightened, strategic view" means " A more enlightened and more strategic view" or " A more enlightened and strategic view"?
I mean, "more" is modifying only enlightened or modifying "strategic" as well?
