A minister?

In 1974 an Irishman was asked such questions as "What would you do if the Prods were raping your daughter?... Stand by and take pleasure in it, I suspect" (Unpublished letter from a minister to various government and human rights groups in the archives of Amnesty International)
What do you think the meaning of "a minister" here is?

"A person who officially represents their government in a foreign country and has a lower rank than an ambassador"?

Or a minister of some churuch?
