A Meaning of a Sentence

Hi
What do the highlighted parts in the following sentences mean?:
1- "All new towers and antennas in the City of Gallatin shall be subject to these regulations, except as provided in section 3 (c) through (e) inclusive."(What I guess is that: except the rules in section 3(c) to (e), all the other regulations must be followed.) Is that right?

2- "This ordinance shall not govern any tower, or installation of any antenna, that is less than 40 feet in height and is connected to a residence, except for the following requirements: ."
