A Matter of Subject Clarity

Hi, all. Please check this out for me, if you'd be so kind:
He stops. “Wouldn’t that be grand?” He pauses, staring at them scarily.
The Judge, with a distressed glare, stares at him, lips tightly pressed together inwardly, as if there is a vacuum in his mouth.

Is it clear that the lips being spoken of are the judge's?
