I found : (Actually) ....is a matter of some in an exercise to be completed, but I can't complete it because I simply didn't understand its meaning. It only says the expression above is used when someone e.g. says he is not interested.

This problem is a matter of some importance to me. This means this is an important matter to me.

This problem is a matter of some indifference to me. This means it's not important to me, I'm not interested in it.

'. . . is a matter of some . . .' is a rather formal phrase.

It doesn't sound like you have a very useful exercise if it comes with no explanations. Nor would I consider this a phrase that I would rush to teach English learners.
