A matter of seconds

Is meaning of "in a matter of seconds" similiar to "in seconds" 's ?? What is the difference?

And, can I say " whether or not I vote you is a matter of trust " or "That job is a matter of life-and-death for us"

Yes, I have... I guess when someone write a message after your's, It can not be edited. The message you ask to edit has to be the last message of the topic.
