A man (who is)?

Hi. Please help. Are these correct (with the optional phrase "who is")?

I think number 4 is correct without the phrase "who is" - not sure, though. I think we can either use the phrase "who is" or not use for sentence 1 (with differing meaning).

1. He saw a man sitting on a chair.

2. He saw a man (who is??) fiddling with his fingers.

3. We have (in our office) a man (who is?) sitting on a chair.

4. He finds his kid packing his bad.
