'a lot' vs 'much'

Hi, teachers

I have a question.

1. Did it cost much to fix the car?

2. Did it cost a lot to fix the car?

I heard that 'much' can be used for

negative sentences and questions.

I understand that 'a lot' is fine in this sentence, but why not 'much'?

That sentence is a question, but why 'much' can't be used?
