If I ask one person how the city he/ she is living like and then they told me "there is a lot to do in the city", does that mean there are many places to go to and many thing people can do there?

And, should they say, " There are a lot do in the city." or " There is a lot to do in the city."? Please advise.

There is a lot to do in the city. (As long as you don't put a noun after 'lot' you have to use 'is'.)
