A lot: Singular or plural

What's the correct sentence:

1. A lot of people is waiting outside.

2. A lot of people are waiting outside.

Is this correct: ...it's ok with me as long as she brooshes her teeth before kissing me. Should I use the subjunctive in this kind of sentences? Thanks.
