A long sentence - does the punctuation break at the right place?

I came across the following sentence, which I feel is (a bit too) long, and was wondering if the punctuation marks are correct. More than a grammar issue, I also wonder if a "good writer" would break the sentence into smaller pieces or write it in one piece but more concisely? Any input will be appreciated. Thank you.
