A loan period

Hello,

Are my sentences proper? When say loan period should we 'say book to indicate we mean?

The notice says that the library plans to reduce the loan period form a month to a week.
The notice says that the library plans to shorten the loan period to a week.
The notice says that books could be borrowed just for one week, although in the past students could check out books for a month.

3. Since the loan period hasn't been reduced yet, do not use "could" in your sentence. "Can" is used in present tense, so the sentence should be:
