a little too warm

Hi,
does "The weather is a little too warm today, isn´t it?" mean that I am suggesting it is warmer than I like or rather that it is pleasantly warm? I think it is the former but not sure.
And what does "more than a little" mean? There is a dialogue about recycling and one of the people says that in the rubbish bin "And there is more than a little plastic." I believe it means "too much plastic". Could I also say "there is a little/bit too much plastic." with no change of meaning?
