A little confused with this sentence.

Here's a trick for this kind of choice.

Which is correct? These _______ (a. agency; b. agencies)
Which is correct? All __________ (a. employee; b. employees)

You have to get the basic word first. You have to be secure that you know if it's singular or plural.

The answers are b. agencies and b. employees.

Now you just make them possessive. For plurals that end in "s", you just add the apostrophe.

So the answer to your original question is "agencies" plus an apostrophe and "employees" plus an apostrophe, like this: agencies' and employees' (Answer to the original: b.)
