A little confused between wait and pause

1. he waited for a reply .

2. he paused for a reply.

apparently, sentence 1 is wait for a reply from other people,

but sentence 2 ,i 'm not sure "a reply" from who , other people ? or himself ?

that is to say ,what's the differences of the two sentences?

They both seem to me to be from other people. If it were him replying, it would read 'He paused to reply'.

It depends on the context I think - is the reply coming from someone I'm talking to, or am I expecting a phone call, an email, a letter...?

I would certainly be waiting for a reply by phone, letter, email. It will take a significant time to arrive, I don't know exactly when it will come, and meanwhile I'm doing other things.
