A little bit vague for a question

Which of the following responses to the sentence below represents a command?

Richard : I think I’ll go to Thailand for a holiday with Susan.
Choose one answer.
a. You should go to Japan.
b. You’ll do nothing of that sort.
c. Will Dorothy’s parents approve?

What's your choice?
Three of them only ask a question or offer an opinion.
Which one "lays it out in no uncertain terms?" (as my mother used to say) (a command/an order)

I can see that this is more difficult than I first thought.

It comes down to the difference between "will" and "should."
To a native speaker, "You should do something" is only a "suggestion." So (a) is not a co
