A little

Hi,
What is the functional name of the phrase 'a liitle' when it comes before certain words like 'better' or 'slower'? I thnk only an adverb can modify both adjectives and adverbs. Is that a quantifier like 'a lot of' (not sure though)?

He acts a little better than he uses to.
He is a little slower now.
