A list of students is or are?

Can anyone give advice on "a list of students is" or "a list of students are"?

I'd say "a list of students is" is far more likely to be encountered. I suppose you could have a sentence like "You could find that two or more people on a list of students are related to each other". "A list of students" would normally be considered singular though.
