"A licencing inquiry" vs. "A licensing inquiry"

I use Canadian English.

It is my understanding that "licence" is the noun, as in "a licence," and "to license" is the verb.

I want to say, "a vehicle licencing and registration inquiry"

Am I right in characterising it as a noun in this case and using "licencing"? Or should it read, "a vehicle licensing and registration inquiry." Google seems to think the latter, a lawyer I know thinks the former. Which is correct? British English is preferable.

So, in the sentence, "The defendant requests a vehicle licensing inquiry.", the word, "licensing" is a verb? I'm confused. Take the sentence, "Here is a cycling lane." I would assume that "cycling" wouldn't be a verb. If it were, it suggests that the lane is the thing doing the cycling. "Here is a crying baby." In this case, crying is a verb in gerund form, yes? If I were to use "licensing," then

Licence is a noun. License is a verb. The same with practice/practise. Remember we give somebody advice (noun) but we advise somebody (verb).

Therefore it is the Licensing Authority, licensing enquiry, etc.

Not true at all - CE is a hybrid between BE and AE - for example, CE uses organize (AE) and not organise (BE); it uses single quotation marks inside double quotation marks (AE) versus the opposite in BE; it uses specialty (AE) rather then speciality; and so forth. BE licensing. Also BE enquiry not inquiry. An inquiry in BE is a formal investigation.
