(I don't know whether such a long title is necessary and what kind of salutation is required)

Dear Mr. Ambassador/Your Honorable Excellency(which one is more suitable?)
I am writing to respectfully request a meeting with Your Excellency to discuss a number of issues of priority to our company and related to civil engineering works in Ghana. I am hopeful that Your Excellency's schedule will permit us an opportunity to meet sometime this month at your convenience.

Is the content of my letter appropriate and grammatically correct? Yes. How about "you excellency" repeated several times, is that OK? Yes, but it might be seen as overly formal. The second time you can use "your schedule".
