A letter of complain

Hello to all of you

Could anyone advise me if the following sentence is correct?

I would be grateful if you could to make a final decision to my claim by the end of the next week due to eight -week-period deadline? I do understand that owing to high volume of other compaints as well as adverse weather condtions you need further two weeks to gather more facts however as soon as eight-week-period passes on 8 January 2011 I won't to hesitate to pass my complaint directly on to FOS.

Regards
