Hi New2grammar, 'A letter of appeal' and 'an appeal letter' mean the same thing. I don't think there is much difference in usuage between the two. However, 'a letter of appeal' sounds slightly formal to my ears than simply 'an appeal letter' .

'A letter of appeal' and 'an appeal letter' mean the same thing. I don't think there is much difference in usuage between the two. However, 'a letter of appeal' sounds slightly formal to my ears than simply 'an appeal letter' .
