A leopard-spot policy

Hi,

Someone asks "a leopard-spot policy" without any context. Does it make sense? If yes, what does it mean? Thanks.

Never heard of it.

Very few Google hits, (then click ??? 2 for replies) suggests it refers to Apartheid policy (that's what the Chinese apparently translates to; literally "race isolation policy"). Unfortunately the associated link to Google Books doesn't work for me.
