Hello,

The woman's roommate is disruptive and talks on her cell phone late at night.So , she can't sleep. Her friend tells her to talk with the RA, but she doesn't like to do that since her roommate has already had a history of being disruptive for the RA. ( I mean the RA knows her perfectly). What do you say in English?

No. The woman's roommate talks on her cell phone every night and disturbs the woman. The woman's roommate has a history of being disruptive in the past, because her previous roommate complained to RA about her.
Now can I say, she has a history of being disruptive near RA. What do you say in English. When someone is famous to do something bad?

No, you cannot say "she has a history of being disruptive near RA" because grammatically that makes no sense. In this case, what does being famous have to do with it? I'm having a hard time trying to figure out exactly the picture you are trying to portray.
