A 'grammatical' question about dogs...;;

I read an article in Time about Barack Obama's dog. I enjoyed it greatly especially when it mentioned that in Washington you had to get a dog if you wanted a friend...anyway the point is there was a paragraph I didn't really understand...

"Bo(Obama's dog) also turned the grindstones on which various interest groups rushed to sharpen their axes. As a Portuguese water dog, the favorite breed of Ted Kennedy's, he managed to feed grievances of conservatives and pet-rescue activists simultaneously. Rush Limbaugh is even recording ads for the Humane Society."

what does 'feed grievances of' mean? Does it connote negativity? If so then why would pet-rescue activists react like that? Do they not like Obama? What does 'Rush Limbaugh is even recording ads for the Humane Society' mean?

To feed a grievance would be to do something that would make someone even more upset about something, when they were already upset. In other words, they had a grievance - the circumstances around him getting a dog made the grievance stronger. Pet-rescue activists are angry because he had promised that he would get a dog from a shelter, but he didn't.
