A grammatical question

0 I often read sentences like this, 02br
00"Hospitals, be they public or private, are now making money as much as they can, so there is no point making distinctions between them." 02br

00My question is the "be they public or private" part. Can it be substituted by "public or private", "whether they be public or private", or "whether they are public or private" without changing the meaning of the sentence? 0-
