A grammar sentence

Hi!

I have a problem with the following sentence and can you explain for me why?

In terms of the U.S Constitution, ------, no person is above the law.

A/ when it is practicing
B/ therefore it is practiced
C/ If not in practice
D/ can it be practiced

I do not know why "C" is correct. Can you help me clarify it?

To be honest, I can't say why it would be right, either. Even if the capital "I" is just a mistake, it doesn't really make sense.

I also thought that all of them are incorrect but the answer in my book is C. So, I posted it on this forum to discuss.
