A grammar question

Tom or his parents ____ going to Taipei next week.
(1) is (2) was (3) are (4) were

Can anyone tell me which answer is correct?
I think the 3rd option is correct, but I find it a little strange for me.
Why isn't put an "either" before Tom? Is the question natural in English?

According to the rules of agreement of verbs with the subject when the subjects joined by or,nor are of differenet numbers ,the verb must be plural and the plural subject must be placed next the verb. Even if you put "Either" before the sentence then also it will follow the same rule.
