There are lot of details, so no doubt that you will immediately notice this kind of watch on somebody's wrist, but only the connisseurs will discover that the upper housing contains tachymeter and three dials, as details from chronograph.

It means that the case (not the housing as I found out later) contains the elements that remind us of some maritime instruments.
no doubt sentence means that the watch is conspicuous, and the thirs underlined sentence should go like this:
...chronograph with tachymeter and three dials.
