A gerund subject or participle phrase

I don't know if it is a proper question, but I made up my mind to post this question.


The protagonist decided to go about diet here and thinks as below.

Going to restaurants or to dinner with friends, when she couldn't eat what she would really like to, would be the worst part of it.


Whenever I come across an "verb + ing~" phrase in the beginning of the sentence as in my example, while it is a gerund subject, I tend to take it as a participle phrase.

So I become at a loss for a second or for good when I encounter a main verb without a subject.

I was wondering what's the matter with me.
