A general factㅡthe present perfect tense

Anyone who has studied English for any length of time has come to realize that it comes in many different packages?from the very formal to the very informal, complete with a full range of very specific types of vocabulary and language patterns.

I'd like to know when I say a general fact, if I can use the present perfect tense, not the present tense.
