'A Fused Relative Word' And 'A Relative Adverb'

1)That's (the way) how the cookie crumbles.

2)That's (the way) how it seems.


I was told how in 1 is a relative adverb and how in 2 is a fused relative word.

Is a relative adverb not the same as a fused relative word?
