A friend of Nora's

This genitive form is causing me trouble:

a friend of Nora's is correct right ? but then people say "a friend of Nora Smith" with no use of 's

same goes for "I'm a fan of yours" and then I see "I'm a fan of Steve George" again without the 's

does the double genitive form disappear when someone's full name is used?

I do not think that a friend of Nora's is right. Either you use "of" or a possessive.

The choice between of Nora and of Nora's is often optional. And the use of the last name has no effect on the choice, as far as I know, except that the use of a first and last name indicates less intimacy with the person in question, which triggers, to some extent, the use of the form without the 's.
