A framework

All prescribing, preparation, dispensing and administration of chemotherapy should be within a framework of safe practice.
I saw the above at Lung Chemotherapy protocols and prescriptions - Northern Cancer Alliance
Please explain the use of indefinite article "a" in "a framework of safe practice"
Shouldn't it be "the" as "framework" is modified by "of safe practice"?
I can't see the countability of the noun "framework".
