Dear teachers,
Could you possibly explain the phrase in bold type below for me?

Unemployment rate unexpectedly dropped to a four -and-a half year low of 4.75%.

Thank you Grammar Geek, but could you say in another way that is simpler.It is still confusing to me.

January 2004: 4.75

July 2004: 4.9

January 2005: 5.2

July 2005: 5.1

January 2006: 5.3

July 2007: 6.1

January 2008: 5.3

July 2008: 4.75

The number for July 2008 was very low. The last time it was that low was four and half years ago. You have to go back four and half years, to January 2004, to find a time when it was that low.
